The California Department of Transportation (Caltrans), in cooperation
with the City of Stockton, San Joaquin County, the San Joaquin Council
of Governments (SJCOG) and the Federal Highway Administration has begun
construction on a major transportation improvement project along
Interstate 5 in Stockton
This $122.1 million project will add High Occupancy Vehicle lanes,
auxiliary lanes, and soundwalls where warranted, from south of Dr.
Martin Luther King Jr. Boulevard/Charter Way to Hammer Lane. The project
also reconstructs the existing six-lane freeway with continuously
reinforced concrete pavement between Country Club Boulevard and Hammer
Lane. The project is funded through the State Highway Operation and
Protection Program, Proposition 1B Corridor Mobility Improvement
Account, the City of Stockton, and SJCOG's Measure K Program.

MOVE OVER/SLOW
DOWN LAW
Effective January 1, 2010 this new California law was in effect.
Section 21809 VC Move Over/Slow Down law requires a person
driving a vehicle on a freeway and approaching in a lane
immediately adjacent to a stationary, authorized emergency
vehicle that displays emergency lights, or a stationary tow
truck that displays flashing amber warning lights, to safely
make a lane change from that lane, or slow to a reasonable
speed. Section 25253 VC requires tow trucks used to tow disabled
vehicles to be equipped with flashing amber warning lamps and
authorizes tow trucks to display flashing amber warning lamps
while providing service to a disabled vehicle. However, this
section prohibits tow trucks from displaying flashing amber
warning lamps on a freeway except when an unusual traffic hazard
or extreme hazard exists.
